Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on

Monday 4 April 2011 at 7.30pm




1.       Welcome and Introductions.

The Chairman to welcome those present.


2.       Apologies.

To receive apologies for non-attendance.


3.       Minutes of the Ordinary Parish Council Meeting held on 7 March 2011.

To agree, and sign, the minutes of the meeting as an accurate record.


4.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.


5.       Westwood Road Safety.

a.       Cllr. Bishop to provide a report on the current position - especially in relation to the Joint Meetings with Wiltshire Council - and to report on the progress of the ’Westwood 20 mph Speed Limit Trial’.

b.       To note the progress of the Community Grant application and to decide if any further action is      required especially in relation to the Community Area Transport Group.


6.       Neighbourhood Policing.

a.       To note the letter from Wiltshire Police (Chief Constable) - NPTs

b.       To invite the Neighbourhood Policing Team (NPT) to report on any matters of concern.

c.       To advise the NPT of any matter that needs to be brought to its attention.


7.       Bradford on Avon Community Area Board.

a.       To note the ‘Big Society and Localism’ Seminar 6 April 2011.

b.       To agree any matters that need to be raised at the next Area Board meeting (11 May 2011).

c.       To agree the attendance at the Area Board (Community Grant application possibly on Agenda).


8.       Sub-Committees - Sub-Committee Reports.



To receive a report from the Environmental sub-Committee on current key issues.



To review the Footpath sub-Committee Rights of Way Survey results (March).



a.       To note the status of the following planning applications:

b.       To agree the comments to be sent to Wiltshire Council in respect of the following planning application:

c.       To consider any planning applications received after 28 March 2011.


d.       To review any other planning matters.



New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.



a.       To receive a report from the Cemetery sub-Committee on current key issues.

b.       To decide the extent of the pruning required for the cemetery path hedge subject to a response from C S Bowyer.

c.       To note the correspondence in relation to the Closed Churchyard/Cemetery Grant.

d.       To note the application for a Memorial.



a.              To receive a report from the Clerk on the current financial position.

b.       To agree the payments to be made.

c.       To decide whether to donate to the Westwood Garden competition.

d.       To note the Insurance Quotation from Zurich Municipal Insurance.


Open Spaces.

a.       To receive a report from Open Spaces sub-Committee on current key issues.

b.       To note the inspection/maintenance reports for the Play Equipment (March) and to agree any necessary action.

c.       To note the correspondence from Wiltshire Council in relation to ‘Youth Development’ and the request for the use of the Playing Field.


9.       Valley Parishes Alliance.

a.       Cllr. Edwards to report to the Council on current developments.

b.       To endorse the actions taken by Cllr. Edwards under delegated authority from Westwood Parish Council in respect of decisions by the VPA.


10.     Date of Parish Council Meeting.

To note the date of the next Parish Council Meetings: 


·         Annual Parish Council meeting Monday 9 May 2011 at 7.30pm

·         Ordinary Parish Council meeting Monday 9  May 2011 at 8.00pm.


·         Annual Parish meeting Tuesday 10 May 2011.


11.     Any Other Business.

Exchange of views on matters not requiring a decision.


·     Annual Parish Meeting refreshments.

·     Changes to Bus Services.

·     Letter from Bruges Tozer Partnership (Westwood Shop).
