Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on Monday 3 December 2012 at 7.30pm.


NOTE: Prior to the Parish Council meeting, Julie Newitt, Principal Development Officer, Wiltshire Council is to give a short presentation on the subject of ‘Housing Needs Survey’. This presentation is to commence at 7.30pm.




1.       Welcome and Introductions.

The Chairman to welcome those present.


2.       Apologies.

To receive apologies for non-attendance.


3.       Minutes of the Ordinary Parish Council Meeting held on 5 November 2012.

To agree, and sign, the minutes of the meeting as an accurate record.


4.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.


5.       Westwood Road Safety.

a.       To note the progress of the Wiltshire Council ’Westwood 20 mph Speed Limit Trial’ formal report and, if received, to agree the process for providing comments on it to Wiltshire Council.

b.       To agree the full wording of the report to be sent to all parishioners relating to the ‘Speed Limit Trial’ and the subsequent recommendations.


6.       Neighbourhood Policing.

a.       To invite the NPT to report on any matters of concern.

b.       To advise the NPT of any matter that needs to be brought to its attention.


7.       Localism Act 2011 Granting of Dispensations.

a.       To decide if the Parish Council or the Proper Officer of the Council is to have the authority for granting dispensations.

b.       To grant a dispensation for the setting of the precept This item is dependent upon the resolution in connection with 7a above.


8.       Sub-Committees - Sub-Committee Reports.



a.       To note the status of the following planning applications:

b.       To agree the comments to be sent to Wiltshire Council in respect of planning applications received after 26 November 2012.

c.       To note the consultation on the Community Infrastructure Levy and to decide the comments to be sent to Wiltshire Council.

d.       To decide whether to request a Housing Needs Survey for Westwood.

e.       To note/review any other planning matters.



New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.



To receive a report from the Cemetery sub-Committee on current key issues.



a.       To receive a report from the Clerk on the current financial position.

b.       To agree the quotation for re-establishing Path 15.

c.       To agree the payments to be made.


Open Spaces.

a.       To receive a report from Open Spaces sub-Committee on current key issues.

b.       To note the inspection/maintenance reports for the Play Equipment (November) and to agree any necessary action.



a.       To receive a report from the Environmental sub-Committee on current key issues.

b.       To receive a report on the work of the Parish Steward.



a.       To review the Footpath sub-Committee Rights of Way Survey results (November).

b.       To receive a report on any other matters and to agree the necessary action


9.       Date of Parish Council Meeting.

To note the date of the next Ordinary Parish Council Meeting - Monday 7 January 2013 at 7.30pm.


10.     Any Other Business.

Exchange of views on matters not requiring a decision.
