WESTWOOD PARISH COUNCIL - NOTICE OF MEETING

 

Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on

Monday 6 December 2010 at 7.30pm

 

 

AGENDA.

 

1.       Welcome and Introductions.

The Chairman to welcome those present.

 

2.       Apologies.

To receive apologies for non-attendance.

 

3.       Minutes of the Ordinary Parish Council Meeting held on 1 November 2010.

To agree, and sign, the minutes of the meeting as an accurate record.

 

4.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.

 

5.       Westwood Road Safety.

a.       Cllr. Bishop to provide a report on the current position - especially in relation to the Joint Meetings with Wiltshire Council - and to report on the progress of the ’Westwood 20 mph Speed Limit Trial’.

b.       To note and to agree requests (if any) for the Parish Council to provide key elements of this trial.

 

6.       Neighbourhood Policing.

a.       To invite the Neighbourhood Policing Team (NPT) to report on any matters of concern.

b.       To advise the NPT of any matter that needs to be brought to its attention.

 

7.       Westwood Street Light Survey.

To receive a report from Cllr. Richardson on the progress of this initiative.

 

8.       Bradford on Avon Community Area Board.

To receive a report from Cllr. Biles on any matters raised at the Community Area Board meeting held on 24 November 2010 relevant to Westwood.

 

9.       Westwood Stores/Post Office ‘Costcutter Local’.

a.       To note the correspondence from Mr Parsons requesting support from the Parish Council in seeking a ‘Rural Sustainability Grant’.

b.       To decide whether to give support to his request.

 

10.     Sub-Committees.

 

Sub-Committee Reports.

 

Finance.

a.              To receive a report from the Clerk on the current financial position.

b.              To decide whether the ‘Reserve Balance’ should be earmarked for specific purposes and, if so, to agree those purposes.

c.       To decide whether to purchase a portable hard drive for the storage of Parish Council records.

d.       To agree the payments to be made.

 

Open Spaces.

a.       To receive a report from Open Spaces sub-Committee on current key issues.

b.       To note the inspection/maintenance reports for the Play Equipment (November) and to agree any necessary action.

 

 

c.       To note the RoSPA Annual Inspection Report and to agree any necessary action.

d.       To decide whether to allow greater use of the Playing Field such as regular use on a Saturday and Sunday.

 

Environmental.

To receive a report from the Environmental sub-Committee on current key issues.

 

Footpaths.

To review the Footpath sub-Committee Rights of Way Survey results (November).

 

Planning.

 

a.              To note the status of the following planning applications:

 

W/10/01798/FUL         1 Hebden Road                       Front/Rear Extensions.                       Permission

Conversion to two dwellings. 

 

b.       To consider any planning applications received after 30 November 2010.

 

Note.

New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.

 

c.       To review any other planning matters.

 

·     Planning Enforcement.

 

Cemetery.

a.       To receive a report from the Cemetery sub-Committee on current key issues.

b.       To decide the extent of the pruning required for the cemetery path hedge.

 

11.     Valley Parishes Alliance.

a.       Cllr. Edwards to report to the Council on current developments, including the consultation response to the Local Transport Plan.

b.       To endorse the actions taken by Cllr. Edwards under delegated authority from Westwood Parish Council in respect of decisions by the VPA.

 

12.     Public Open Space Audit.

To note the correspondence from Wiltshire Council and to decide the content of the response to this consultation request.

 

13.     Date of Parish Council Meeting.

To note the date of the next Parish Council Meeting:    Monday 10 January 2010 at 7.30 pm.

 

14.     Any Other Business.

Exchange of views on matters not requiring a decision.

 

·         Community Area Traffic Improvement Schemes - Summary

·         Finance Sub-Committee Meeting date.
