Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on Monday 3 February 2014 at 7.30pm.




1.       Welcome and Introductions.

The Chairman to welcome those present.


2.       Apologies.

To receive apologies for non-attendance.


3.       Minutes of the Ordinary Parish Council Meeting held on 6 January 2014.

To agree, and sign, the minutes of the meeting as an accurate record.


4.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.


Mr Latham, Selwood Housing is to give a short presentation on draft proposals for a housing development in Westwood (Peto Grove).

Lily Webb, Joint Chair of the Nursery School, to give a short presentation on proposed events to celebrate the 30th Anniversary of Westwood Nursery School.


5.       Neighbourhood Policing Team (NPT).

a.       To invite the NPT to report on any matters of concern.

b.       To advise the NPT of any matter that needs to be brought to its attention.


6.       Westwood Road Safety and Highways Matters.

a.       To agree who is to be the Parish Council Focal Point for Community Speed Watch, Community Area Transport Group and Highways/Environmental matters including the Maintenance Log.

b.       To receive a report on Community Speed Watch.

c.       To receive a report from councillors on any other road safety/highway matters.


7.       Sub-Committees - Sub-Committee Reports.



a.       To note the status of the following planning applications:

Two storey side extension/detached double garage



b.       To agree the comments to be sent to Wiltshire Council in respect of the following planning applications:

Retrospective application for the erection of a detached single storey outbuilding to replace existing structure




c.       To agree the comments to be sent to Wiltshire Council in respect of planning applications received after 27 January 2014.


d.       To note/review any other planning matters including the letter from a parishioner relating to 15 Chestnut Grove.


New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.



a.       To receive a report from the Clerk on the current financial position.

b.       To decide whether to invite tenders for the Open Space maintenance contract.

c.       To agree the payments to be made.


Open Spaces.

a.       To receive a report from the Open Spaces sub-Committee on current key issues and to agree any necessary action.

b.       To note the inspection/maintenance reports for the Play Equipment (January) and to agree any necessary action.

c.       To note the action taken with the National Trust to deter dog fouling near Westwood Manor.

d.       To note the legal position with respect to Byelaws and to decide on the action to take with respect to horse-riding in Westwood Park.

e.       To note any other related matters and to decide the action to be taken.



a.       To receive a report from the Environmental sub-Committee on any key issues and to agree any necessary action.

b.       To note the request to use the Social Club Car Park for Westwood School car parking.

c.       To note the request for an awning at the Post Office and to decide whether to contribute towards its purchase.



To receive a report on the Footpath sub-Committee Rights of Way Survey results (January) and to agree any necessary action.



a.       To receive a report from the Cemetery sub-Committee on current key issues and to agree any necessary action.

b.       To agree any remedial action resulting from the recent Cemetery Safety Inspection.

c.       To note and agree the tree planting request.

d.       To note the recent interment.


8.       Bradford on Avon Area Board/Community Area Transport Group.

To note any matters relevant to Westwood that were raised at those recent meetings not already reported and/or that need to be presented at the forthcoming meetings.


9.       Emergency Planning.

To note the progress of the Draft Emergency Plan.


10.     Neighbourhood Plans.

a.       Cllr. Richardson to brief the Council on the outcome of the Neighbourhood Planning meeting held at the Civic Centre, Trowbridge earlier in the day.

b.       To decide the action to take in respect of a Neighbourhood/Village Plan.


11.     Date of Parish Council Meeting.

To note the date of the next Ordinary Parish Council Meeting 3 March 2014.


12.     Any Other Business.

Exchange of views on matters not requiring a decision.
