Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on Monday 3 March 2014 at 7.30pm.





1.       Welcome and Introductions.

The Chairman to welcome those present.


2.       Apologies.

To receive apologies for non-attendance.


3.       Minutes of the Ordinary Parish Council Meeting held on 3 February 2014.

To agree, and sign, the minutes of the meeting as an accurate record.


4.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.


5.       Neighbourhood Policing Team (NPT).

a.       To invite the NPT to report on any matters of concern.

b.       To advise the NPT of any matter that needs to be brought to its attention.


6.       Westwood Road Safety and Highways Matters.

To receive reports on Road Safety, Highway Matters and Community Speed Watch and to agree any necessary action.


7.       Sub-Committees - Sub-Committee Reports.



a.       To note the status of the following planning applications:





40 The Pastures

Two storey side extension and detached double garage






145 Upper Westwood

New dormer windows and rear balcony





The New Inn

Retrospective application for the erection of a detached single storey outbuilding to replace existing structure




b.       To agree the comments to be sent to Wiltshire Council in respect of planning applications received after 25 February 2014.


c.       To note/review any other planning matters.


New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.



a.       To receive a report from the Clerk on the current financial position.

b.       To agree the tender for the Open Space maintenance contract.

c.       To agree the payments to be made.




Open Spaces.

a.       To receive a report from the Open Spaces sub-Committee on current key issues and to agree any necessary action.

b.       To receive a report from Cllr. Wheals in relation to identifying Parish Councillors when on official business and to agree any follow-up actions.

c.       To note the inspection/maintenance reports for the Play Equipment (February) and to agree any necessary action.

d.       To decide whether to install a new gate at the Westwood Park Play Area.

e.       To agree the action to be taken following the reply from the National Trust in respect of ‘Clean Up  After your Dog’ notices at Westwood Manor.

f.        To agree the tender for the planting of new trees at Westwood Park and to note the request in relation to the commemorative tree.

g.       To note any other related matters and to decide the action to be taken.



To receive a report from the Environmental sub-Committee on any key issues and to agree any necessary action.



To receive a report on the Footpath sub-Committee Rights of Way Survey results (February) and to agree any necessary action.



a.       To receive a report from the Cemetery sub-Committee on current key issues and to agree any necessary action.

b.       To agree any action resulting from the corrected report on the recent Cemetery Safety Inspection.


8.       Bradford on Avon Area Board/Community Area Transport Group.

To note any matters relevant to Westwood that were raised at those recent meetings not already reported and/or that need to be presented at the forthcoming meetings.


9.       Emergency Planning.

To note the progress of the Draft Emergency Plan.


10.     Neighbourhood Plans.

Cllr. Richardson to brief the Council on the progress of the draft Neighbourhood Plan and to agree any necessary action.


11.     Date of Parish Council Meeting.

To note the date of the next Ordinary Parish Council Meeting 7 April 2014.


12.     Any Other Business.

Exchange of views on matters not requiring a decision.
