Notice is hereby given that the next meeting of the Westwood Parish Council will be held in the Parish Room on Tuesday 6 May 2014 at 8.00pm.




1.       Welcome and Introductions.

The Chairman to welcome those present.


2.       Declaration of Interests.

Members to declare any interests.


3.       Apologies.

To receive apologies for non-attendance.


4.       Minutes of the Ordinary Parish Council Meeting held on 7 April 2014.

To agree, and sign, the minutes of the meeting as an accurate record.


5.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then re-convene.


6.       Neighbourhood Policing Team (NPT).

a.       To invite the NPT to report on any matters of concern.

b.       To advise the NPT of any matter that needs to be brought to its attention.


7.       Neighbourhood Plan.

Cllr. Richardson to brief the Council on the progress of the Neighbourhood Plan and to agree any necessary action and to endorse actions taken especially in respect of strategy, plans and execution.


8.       Westwood Road Safety and Highways Matters.

To receive reports on Road Safety, Highway Matters and Community Speed Watch and to agree any necessary action.


9.       Sub-Committees - Sub-Committee Reports.



a.       To note the status of the following planning applications:




The New Inn

Retrospective application for the erection of a detached single storey outbuilding to replace existing structure




106b, Cottles Gardens, Lye Green

Proposed two storey side extension




Haygrove Farm

44 Lower Westwood

Demolition of existing dutch barn etc. Erection of a new building to contain 2 units of holiday accommodation etc.





Garage site at Leslie Rise

Demolition of 6 garages and construction of 2 two-bed dwellings etc.




Garage site and vacant land at Tynings Way

Construction of a terrace of two 2 bed and two 3 bed dwellings etc.



b.       To agree the comments to be sent to Wiltshire Council in respect of the following planning applications:





Cross Guns Inn

Tree works (Remove 7 Leylandii trees planted some 25 years ago




28A Lower Westwood

Extension of a bungalow to provide studio and study.



c.       To agree the comments to be sent to Wiltshire Council in respect of planning applications received after 28 April 2014.


d.       To note/review any other planning matters.


New Planning Applications are available for public inspection immediately prior to the Parish Council meeting.



a.       To receive a report from the Clerk on the current financial position.

b.       To decide whether to purchase Visual Aid equipment to support Parish Council engagement with the community.

c.       To agree the type and level of expenses available to members and the respective qualifying criteria.

d.       To agree the payments to be made.


Open Spaces.

a.       To receive a report from the Open Spaces sub-Committee on current key issues and to agree any necessary action.

b.       To note the inspection/maintenance reports for the Play Equipment (April) and to agree any necessary action.

c.       To note any other related matters and to decide the action to be taken.



To receive a report from the Environmental sub-Committee on any key issues and to agree any necessary action.



a.       To receive a report on the Footpath sub-Committee Rights of Way Survey results (April) and to agree any necessary action.

b.       To decide whether to apply for registration of Orchard Close/Leslie Rise path as a public footpath.



To receive a report from the Cemetery sub-Committee on current key issues and to agree any necessary action.


10.     Bradford on Avon Area Board/Community Area Transport Group.

To note any matters relevant to Westwood that were raised at those recent meetings not already reported and/or that need to be presented at the forthcoming meetings.


11.     Emergency Planning.

To note the progress of the Draft Emergency Plan.


12.     Date of Parish Council Meeting.

To note the date of the next Ordinary Parish Council Meeting 9 June 2014 at 7.30pm.


13.     Any Other Business.

Exchange of views on matters not requiring a decision.
