Notice is hereby given that the next meeting of the Westwood Parish Council will be held the Parish Room, Farleigh Lane, Westwood on 5 November 2018 at 7.30pm.


1.       Welcome and Introductions.

The Chairman to welcome those present.

 2.       Apologies.

To receive apologies for non-attendance.

 3.       Declaration of Interests.

Members to declare any interests in accordance with the Code of Conduct 2012.

 4.       Minutes of Ordinary Parish Council Meeting held on 1 October 2018.

To agree, and sign, the minutes of the meeting as an accurate record.

 5.       Wiltshire Council Report.

To receive a report from Cllr. J Kidney.

6.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

 7.       Community Policing Team (CPT).

a.       To invite the CPT to report on any matters of concern.

b.       To advise the CPT of any matter that needs to be brought to its attention.

 8.       Community Speed Watch (CSW)/Westwood Road Safety.

To receive reports on Road Safety and Community Speed Watch (including the adoption of new CSW locations) and to agree any actions.

 9.       Working Groups Working Group Reports.


a.       To receive a report from the Cemetery Working Group and the Clerk on current key issues and to agree any actions.

b.       To agree the action to be taken, if any, in respect of the recent Memorial Safety Inspection Report noting that there were no safety issues but repair action recommended for some memorials


a.       To note the status of extant planning applications:

Provision of two self-contained camping pods with parking, change of use of land to leisure / tourism. (Resubmission of 17/02852/FUL).

Change of use of single storey hobby/storage building into ancillary dwelling annex





14 Staples Hill

Proposed single storey and two storey extensions and alterations to existing dwelling




Iford Lodge Farm

Retrospective application to relocate and widen the existing agricultural access

1 - 3x Acer Remove to ground level. T1 - 1x Horse Chestnut Remove large deadwood throughout canopy, and reduce height by up to 4m.

 b.       To note the following planning application and to decide the comments to be sent to Wiltshire Council.




15 Staples Hill, Freshford

Demolition of existing porch and provision of pitched roof over existing garage. Demolition of existing rear extension and construction of new single storey rear extension.




c.       To examine any planning applications received after 30 October 2018 and to agree the comments to be sent to Wiltshire Council.

d.       To review/note any other planning matters.


a.       To receive a report from the Clerk on the current financial position.

b.       To note the Financial Forecast and to decide if any action is necessary.

c.       To agree the payments to be made.


a.       To receive a report from the Environmental Working Group and to agree any necessary action.

b.       To note the action taken at the CATG Meeting in respect of ‘Width Restriction’ signs at Jones Hill.

c.       To note the correspondence from a parishioner regarding the motorcycle trials at Becky Addy Woods and to agree on any further action.

d.       To note the Woodland Trust invitation to attend a meeting to be briefed on the progress of the proposed acquisition of Avoncliff Woods and to agree any action required.

e.       To note any other related matters and to decide the action to be taken.

Open Spaces.

To receive a report from the Open Spaces Working Group and to agree any necessary action.


a.       To receive a report on the Footpath Working Group Rights of Way Survey results (October) and to agree any necessary action.

b.       To note any other related matters and to decide the action to be taken.

 10.     Bradford on Avon Area Board/Community Area Transport Group (CATG).

To note any other matters relevant to Westwood that were raised at those recent meetings not already reported and/or that need to be presented at the forthcoming meetings.

11.     Neighbourhood Plan.

To receive a progress report on the Neighbourhood Plan/Rural Housing Needs Survey and to agree any further actions necessary.

 12.     Date of Next Meeting.

To note the date of the next Parish Council Meetings:

·         Ordinary PC Meetings 3 December 2018 and 7 January 2019 at 7.30pm.

13.     Any Other Business.

Exchange of views on matters not requiring a decision.
