Notice is hereby given that the next meeting of the Westwood Parish Council will be held the Parish Room, Farleigh Lane, Westwood on 4 November 2019 at 7.30pm.


 1.       Welcome and Introductions.

The Chairman to welcome those present.

 2.       Apologies.

To receive and to accept apologies for non-attendance.

 3.       Declaration of Interests.

Members to declare any interests in accordance with the Code of Conduct 2012.

 4.       Minutes of Ordinary Parish Council Meeting held on 7 October 2019.

To agree, and sign, the minutes of the meeting as an accurate record.

 5.       Wiltshire Council Report.

To receive a report from Cllr. J Kidney.

 6.       Adjournment.

The Meeting will adjourn for members of the public present to raise any points of interest on any matter.

The meeting will then reconvene.

 7.       Community Policing Team (CPT).

a.       To invite the CPT to report on any matters of concern.

b.       To advise the CPT of any matter that needs to be brought to its attention.

 8.       Community Speed Watch (CSW)/Westwood Road Safety.

To receive reports on Road Safety and Community Speed Watch including the steps taken to obtain CSW signs for Westwood and the possible implementation of ‘Autospeeding Cameras’ .

9.       Working Groups Working Group Reports.


To receive a report from the Cemetery Working Group and the Clerk on current key issues and to agree any actions.


a.       To note the status of extant planning applications:

   Note. Paper copies of planning applications are no longer sent to the Parish Council by Wiltshire Council. To view planning applications it is necessary to access the Wiltshire Council website ( and the planning portal.

 c.       To examine any planning applications received after 28 October 2019 and to agree the comments to be sent to Wiltshire Council.

d.       To review/note any other planning matters.


a.       To receive a report from the Clerk on the current financial position.

b.       To note the Financial Forecast (including necessity to include possible unplanned expenditure on the Nursery School building) and to decide if any action is necessary.

c.       To agree the payments to be made.


a.       To receive a report from the Environmental Working Group and to agree any necessary action.

b.       To note any matters raised by Westwood WATCH Group and to decide whether any action is necessary.

c.       To note any other related matters and to decide the action to be taken.

 Open Spaces.

a.       To receive a report from the Open Spaces Working and to agree any necessary action.

b.       To note any other related matters and to decide the action to be taken.


a.       To receive a report on the Footpath Working Group Rights of Way Survey results (October) and to agree any necessary action.

b.       To note any other related matters and to decide the action to be taken.

 10.     Westwood Nursery School.

a.       To agree a management Plan for the inspection and maintenance of the building.

b.       To note expressions of interest for the use of this building and to agree the process for obtaining further expressions of interest and in assessing their suitability and viability.

 11.     Bradford on Avon Area Board/Community Area Transport Group (CATG).

To note any other matters relevant to Westwood that were raised at those recent meetings not already reported and/or that need to be presented at the forthcoming meetings.

 12.     Neighbourhood Plan.

To receive a progress report on the Neighbourhood Plan/Rural Housing Needs Survey and to agree any further actions necessary.

 13.     Westwood Parishioners email List.

To decide whether to promote such a scheme and, if so, to agree how it is to be managed.

 14.     Date of Next Meeting.

To note the dates of the next Meetings:

 Ordinary Parish Council Meeting Monday 2 December 2019.

Ordinary Parish Council Meeting Monday 6 January 2020.

 15.     Any Other Business.
